That happens to Rivians too, and it happened to me with a Ram I used to have. Only two of the wheels have a parking brake lock.
Yeah I wish all 4 had something.

I agree that looks bad at first glance. But how much have they historically spent on armored vehicles? Seriously I have no idea. But it doesn't seem impossible that it could 10x that number.

Context is important. Is that a decade worth of armored vehicle spending? Or is that 0.1% of the 2025 armored vehicle budget?

Without something to compare it to, I don't know if that is comically low or comically high.

Any way you look at it it's comically high if they waste the armor on cybertrucks ?
Any wall would be a lot higher if they stack concrete blocks instead of of squished trucks for that money.(See upcoming post)

It's looking like a bad NAICS or fat finger gone wrong, because FY24 has armored vehicles in Ukraine under the right one, 336999 - All Other Transportation Equipment Manufacturing. To answer your question, no other FY has such a high cost estimate. But it looks like the armored Cybertruck has been pulled from FY25 request.

$400,000,000.00 is not really a "big" number for the U.S. Department of State for Armored Vehicles. The fact the line item shows "Armored EV''s" is noteworthy as well as the likelihood Tesla might supply them. GM would actually make more sense as they have larger EV's capable of higher payloads; the armoring process adds significant weight; typically 3/4-ton or 1-ton vehicles are used for that reason and they usually require suspension and steering upgrades.

Very few manufacturers offer an armored option from the factory, most I have seen used are armored by third parties.

Remember a discussion here a while back regarding CT Steer By Wire with our buddy @RivianRunner? ;)
The big advantage of steer by wire is the highly variable steering ratio it enables and the safety of the person behind the wheel of not having a physical connection between the steering rack and the steering wheel during a frontal impact.

The fully uncoupled steer by wire is the final evolution of steering, and it has taken over a century to get here. Tesla was not the first to implement it, but they will be the first to mass produce it. It will be a very nice convenience to make slow speed maneuverings feel quick and effortless. It empowers the driver.
