Don't live in CA, but good for them trying to move the market to EV's. I've seen the worst of the worst pollution in CA over the past 30 years in LA and other areas., so trying to move the ball forward is always a good thing.

Only federal portion of funds. And federal funding isn't all of the project's funding. And he didn't cancel it because it's a waste. Because of personal vindictiveness. Certainly didn't cancel in his previous term. So what's different? War of words between him and Newsom. The cost of this state-funded proposed EV tax break is nothing but a drop in the bucket compared to what has been spent on a past due high speed rail line that has traveled 0 miles and at 0 mph... which make cries of "fiscal irresponsibility" of this proposed EV incentive laughable.

I find people who haven't lived through the smog of the 60's have little sense of how bad air can get when you spew literally tons of combustion gasses into the air; and the people who don't understand how bad the air can get consider regulations and incentives to clean the air as burdensome or a handout. If you recall a decade or two ago, China had huge air quality problems as well, and they've moved toward more renewable forms of energy production.

I remember the smog being so bad in Los Angeles that my lungs would hurt and you couldn't see a mile's distance because the smog was so thick. I think they said it was like smoking a pack of cigarettes a day. If it is you or your relative who suffers respiratory distress/disease you'd probably have a different attitude about air quality.

If you or a loved one is the person directly impacted by dirty air or dirty water (think cancer) I'm guessing you'd embrace anything that would lessen your/their distress? To me $200 million is a small expense compared to the cost of a life or even the cost to treat thousands of people who have a horrible disease. Freedom isn't available to you if others are polluting the air you breath or the water you drink.
I've noticed this. In business school, they teach you to consider things that aren't immediately quantifiable by cash. Like giving vacation increases productivity so long run its better for the company or if they implement this safety measure for health then there will be less sick days that lower productivity. Things like that. This past year with the government gutting, I noticed how shallow companies and the government looks at costs and benefits. It's the immediate cash they care about. Cut the EPA to save $XXX but doing so will increase the amount of medical debt as people get sick more often or born with complications, which will increase poverty which will increase crime rates which means less money being paid by taxes, more spent on welfare programs, and more spent on cops and property damage/loss which all totals more saved by cutting said program. It's disheartening to see that the long term doesn't seem important anymore. Instant gratification isn't bad, but sometimes waiting is better for larger rewards.

While I would rather see the program as is versus none at all, I actually agree with your second comment that the income and cost limits should be lower. Average CA income is not far off $100K, and it's true that anyone who can afford an $80K vehicle probably doesn't NEED financial assistance. I believe the counterargument is that this incentive might "nudge" someone looking at an $80K ICE vehicle into a $80K EV. The PG&E programs for EVs and chargers appear to have much lower income limits, and they seem more geared towards addressing financial need rather than nudging purchase decisions for those who can afford either.
Someone made a good point when talking about these programs. What is the goal of these subsidies? It's to get people to move from ICE to EV. A rich guy pollutes just as much as a poor person (as in ICE will always pollute if they own a car). There is nothing the rich likes more than saving money, so even saving 1000 they might switch even if it is a very small savings. As someone middle class, it is frustrating to acknowledge that someone who can easily afford to do the right thing won't without incentive to do so. At the same time, our planet won't last if we dont' take action at all. It's a bitter medicine to swallow.

The EV incentive scheme for CA is the brainchild of a Californian GOP operative who loves EVs. Limiting the incentive to first time EV buyers is smart.

While CA fiscal house is a mess for many reasons, this is one smart investment. Long time CA resident with no desire of ever leaving the Golden state.

I just saw this news too. It could start providing POS rebates potentially closer to the end of year? If so, that's a huge item to consider for anyone ready to purchase the R2. It talks about how the manufacturer has to match - and if the suggested $3500 amount is what ends up being set for new EV's., that's $7000 after the manufacturer matches it. that's huge. I have already purchased many EV's but maybe it will be worth to buy one for my in-laws.

Participating OEM split (fund) the credit with state, right down the middle. Unknown if Rivian will participate. But it does add an incentive lever to their toolbox (especially if R1 sales numbers decline).

Ah so the $3500 is the total. Bummer. I was hoping $3590 is the state portion and they require manufacturer to match it

Market manipulation.
Just like oil subsidies. Just like foreign tariffs. Just like outright bans of vehicles from certain countries.

If you want a truly "Free market" with no government intervention, move to Somalia.

California is making moves to push the market to achieve sustainability goals.

The total amount is not clear to me. I’ve seen sites that speculate 7500 total. Other sites don’t mention numbers at all.

same here. even AI told me it's confused with all the various numbers floating around. lol. I guess all we can do is wait until official details are released. but for anyone nearing an order, it would be smart to hold off - unless you're like me and already purchased a lot of EV's over the years
