"How the program will work:
The Department of Commerce will oversee the rebate program for the purchasing or leasing of new or used electric vehicles. The rebate amount will vary by vehicle type and the manufacturer’s suggested retail price (MSRP). Rebates will be available for EVs with an MSRP under $55,000 for sedans and $80,000 for vans, SUVs and pickup trucks."

"These basic rebates will be available to people who earn under $250,000 per year as a single-tax filer, or under $500,000 per year for joint-filer households."

Inslee will have to use a lot of political capital to get this through. I would not bet on it. It'd be a nice little perk if it goes through though. I checked in with my State rep, and he was surprised by both how this is being packaged, and didn't seem too confident that it would pass.

I could see Inslee pitching this as a response to "inaction in D.C." on the Build Back Better bill. I will be watching with interest. It would be a really nice perk since - if I understand the current rules correctly - any vehicle over $45k MSRP gets nothing from the state.

yeah, the current incentive is garbage. It forces you to start playing silly games with features for vehicles like the mach e and ID.4.

Agree that it will be a hard to get through the legislature, but it does start to bring WA incentives inline with other states.

Would be interested to see how this would compare with a broader state sales tax exemption, might be easier to get passed if it shows as lost revenue vs having to payout a non point of sale rebate. Not sure that the local municipalities would be willing to give up their portion of the sales tax (although they do with the solar panel systems).

You are correct!

The current "incentives" are complete garbage. It's actually scaling down from the $45k limit and only exempts you from the sales tax. When I reached out to my various reps and senator, they were like "Oh, it's awesome!" to which I replied, "Show me an EV that meets your criteria that isn't a compliance car."

They never responded back on that part.

I can see Inslee positioning it as a "DC sucks, let's get something done at home", but it will be an uphill battle.

It also doesn't do my any good "Max Pack + Adventure".

Hah, tell me about it. You can barely get a RAV4 Prime for under $45k (and apparently these are no longer sold in WA? go figure) so no doubt it's going to be harder for an actual EV to come in under that. $80k is a lot more breathing room, even if it isn't Max Pack friendly - sorry @Temerarius. I might give up Adventure if I were you. How important are ventilated seats anyway in Kirkland?

Irrespective of if this actually becomes a thing or not, just remember that with the R1T we don't have to pay the RTA in its current form!

Semi related, and to be clear I supported and do support the RTA tax, but we moved from Seattle proper to "Renton" a couple if years ago. Come license time it was a pleasant surprise to find out my subdivision is literally on the border of the RTA. Which is only fair because I don't have squat for ST options.

The exemption is only good for trucks. And if you currently are paying RTA on a truck it is possible to use the higher scale weight instead to remove the RTA.

Gotcha. I wrongly assumed there was an EV exemption, but it really is just for heavy trucks, which would include the R1T. That's an interesting quirk for sure.
