If it truly is a service tool, my guess is it's calculated based on something, probably the VIN or it's randomly generated and tossed in a DB in Normal at production time and accessible to techs. I doubt it's generated on the fly because it would theoretically need to be accessible if the truck is offline.

I mean this is all assuming it's even a service tool.
