It is near the Mount Rogers National Recreation Area.
I think this is VA. The sign that says "In Memory of Nancy Minnick Gray" is for someone from Abingdon, VA. Thats only 22 minutes away. There are quite a few Elizabeth Widener's as well, but there is one from Damascus, VA.A quick Google search turned up that Cowboys Food Mart in Damascus Virginia.

Edit: Actually it looks like there are other parks closer than Mount Rogers. They could have been at several different ones.

My daughter and I have done a few backpacking trips up around Mt. Rogers/Grayson Highlands. Beautiful part of the country! Glad to see they're getting closer to TN.Damascus, VA is somewhat well known to through-hikers in the east. The Appalachian Trail passes right through town, and it's one of the few towns in the South that has that. It's a common place for people who aren't doing the full Springer-Katahdin to start or end because getting a ride is simpler.
Edit: And when I say it goes right through town, I mean the trail is literally right down the street you see in those Rivian photos.
