Not surprising. The larger the wheel diameter the farther out you're pushing the mass of the barrel of the wheel and this impacts rotational inertia and efficiency. Interestingly I would expect this to have a more pronounced impact on city driving than highway but these numbers don't really seem to reflect that. Dunno. Perhaps it has something to do with the drive cycles used for city vs hwy of which I am not very familiar.The Model S, X, & 3 performance versions all have different EPA ratings for various wheel sizes.
