Is Rivian not allowed to sell in Illinois? Then why build a showroom in Fulton Market (Chicago)?
It would be insane if this state passed a bill that left out their own EV manufacturer...
There is currently a lawsuit against Rivian and the State brought on by the Illinois dealerships. They have an Oct court date, not sure if there is a preliminary injunction against Rivian barring sales.

The state has said it was ok for Rivian to sell in state.

Putting all that aside, where is the money coming from... Are they going to jack up the registration prices to 500 a year or something.

Surcharges on everyone’s electricity bills in three tiers: residential (lowest surcharge), commercial (higher), and industrial (highest). The legislation also covers grants to renewable and nuclear power plants.

I'm going to the test drive event in Normal this Sunday and will see if I can get any info on if we can push LE deliveries to July 2022.

I have not read the bill, but is there anything that would exclude Rivian due to aspects such as price or physical attributes? In California, Rivian does not qualify for our program because it's GVWR is 32 lbs too high.

Sec. 27. Electric vehicle rebate.
(a) Beginning July 1, 2022, and continuing as long as funds are available, each person shall be eligible to apply for a rebate, in the amounts set forth below, following the purchase of an electric vehicle in Illinois. The Agency shall issue rebates consistent with the provisions of this Act and any implementing regulations adopted by the Agency. In no event shall a rebate amount exceed the purchase price of the vehicle.
(1) Beginning July 1, 2022, a $4,000 rebate for the
purchase of an electric vehicle.
(2) Beginning July 1, 2026, a $2,000 rebate for the
purchase of an electric vehicle.
(3) Beginning July 1, 2028, a $1,000 rebate for the
purchase of an electric vehicle.
(b) To be eligible to receive a rebate, a purchaser must:
(1) Reside in Illinois, both at the time the vehicle
was purchased and at the time the rebate is issued.
(2) Purchase an electric vehicle in Illinois on or
after July 1, 2022 and be the owner of the vehicle at the time the rebate is issued. Rented or leased vehicles, vehicles purchased from an out-of-state dealership, and vehicles delivered to or received by the purchaser out-of-state are not eligible for a rebate under this Act.
(3) Apply for the rebate within 90 days after the
vehicle purchase date, and provide to the Agency proof of residence, proof of vehicle ownership, and proof that the vehicle was purchased in Illinois, including a copy of a purchase agreement noting an Illinois seller. The purchaser must notify the Agency of any changes in residency or ownership of the vehicle that occur between application for a rebate and issuance of a rebate.
(c) The Agency shall make available in application materials methods for purchasers to identify as low-income. The Agency shall prioritize the review of qualified applications from low-income purchasers and award rebates to qualified purchasers accordingly.
(d) The purchaser must retain ownership of the vehicle for a minimum of 12 consecutive months immediately after the vehicle purchase date. The purchaser must continue to reside in a covered area during that time frame and register the vehicle in Illinois during that time frame. Rebate recipients who fail to satisfy any of the above criteria will be required to reimburse the Agency all or part of the original rebate amount and shall notify the Agency within 60 days of failing to satisfy the criteria.
(e) Rebates administered under this Section shall be available for both new and used passenger electric vehicles.
(f) A rebate administered under this Act may only be applied for and awarded one time per vehicle identification number. A rebate may only be applied for and awarded once per purchaser in any 10-year period.

Under number 3 I wonder what defines an Illinois seller?

I expect that Illinois is going to try extra hard to not screw Rivian. If we are paying Illinois sales tax its an Illinois purchase. If you register an LLC is South Dakota to avoid IL sales tax you are not getting the rebate

Not completely clear, but these sections seem like they would deselect most Rivian buyers:

”The Agency shall prioritize the review of qualified applications from low-income purchasers and award rebates to qualified purchasers accordingly.”

"Low income" means persons and families whose income does not exceed 80% of the State median income for the current State fiscal year, as established by the United States Department of Health and Human Services.

That would only seem to apply if they lost funding. They can't "maybe" give a rebate to higher income residents. Politicians would set up such as system.

The low income language seems to be more political cover. The rebate is pretty stupid as demand exceeds supply, and will be going to the affluent.

This rebate seems to apply to used cars too. Some clever people will quickly buy old Leafs on July 1.

Also there is an income prioritization:

" The EV rebates will be prioritized for households making less than 80% of the state’s median income. The median income in Illinois this year is $65,886. Eighty percent of that income is roughly $52,700. "

So if you make less than $52,700 you will get priority for the rebate (whatever that means), how many families making less than that will buy an expensive EV new or used?
