Are the chargers at Rudy’s BBQ available to non-Tesla vehicles? They are not showing up in the Rivian app. Picking up my R1T Friday and still trying to determine charging strategy outside the home.

You can check the Tesla Find Us map at https://www.tesla.com/findus. Turn off all the options other than "Superchargers Open to Other EVs" (these have the MagicDock CCS adapter mounted to the pedestal) and the "Superchargers Open to NACS" (if you have received you Rivian CCS adapter).

Similarly, https://supercharge.info/map also has the same information. This is a crowd-sourced site like PlugShare, but is specific to the Tesla Supercharger network and is maintained by the Tesla community. Use the funnel in the top-left to bring up the filter options, then select both NACS (for people with their own CCS adapter) and CCS1 (MagicDock) and click the Apply button.

Edit: the Tesla site is the official reference site. Both PlugShare and supercharge.info are community sites that may not match reality, but I haven't seen any real issues with the data there. The supercharge.info site is nice because the community tracks the sites as soon as building permits are discovered for future locations.

It will never be available until they upgrade from the v2 superchargers.
This.

Any Supercharger listed as a 150kW or less will not work on non-Tesla vehicles.

Simple answer:
The Tesla chargers shown in the Rivian app / in-vehicle navigation are open to Rivians.
The ones that aren't shown, are not open.

If you don't believe the Rivian app, then check the Tesla app. It will tell you the same thing.

If those chargers are Level 2 or Tesla Wall chargers, they should work fine for your Rivian; all you would need is the Tesla-to-J1772 adapter.

FWIW, I love me some Rudy's too, but there are plenty of other options. I get it that people aren't as happy with EA, EVGo and CP, but they are available. Also, the Tesla SC charge a premium for non-Teslas. I find Plugshare to be really helpful in locating options near my destination or along the route.
