You can have a lot of wealth tied up in your company holdings, but the IRS wants to be paid in cash. Occasional liquidity needs, often to pay taxes, are normal and don’t necessarily signal an opinion on the company’s prospects.

Possibly sell-to-cover taxes for performance based stock compensation. Figure he's being conservative and selling off at the highest tax bracket percentage, so selling off 37% of his stock grants to cover the taxes. So maybe he got an extra $6 million award bonus as part of his compensation plan for meeting performance targets. Like getting Rivian to meet winter testing deadlines with VW in order to get that $1 billion dollar investment from VW.
