I'm taking delivery of my R1T today and got an email notice from my guide that I need to pay an additional .5% Use Tax directly to the State of Oregon. I had assumed this was covered in the ~$900 of License, Registration, and Titling Fees I had already paid to Rivian under the Purchase Agreement several weeks ago.

Has anyone else in Oregon experienced this? Kind of frustrating because this is the second time now I've had these fees revised and increased.

On a side note, apparently the vehicle state of sale is "occurring" in IL --does this mean I am not covered under Oregon state consumer laws (e.g. Lemon law)? I was told this is the case in WA state where owners also are "buying" their R1s in IL due to the state dealer laws.

Yes, you're technically buying the vehicle in IL then registering it in OR (this is true for most states), so OR will charge you the 0.5% fee. You can read all about this and other fees on the DMV website.

I would certainly go into your account on rivian.com and look at the detailed purchase summary and try to make sense of all the line items. In my case, they did almost everything correctly, but the way they break things down makes it a little hard to verify that. It is within the realm of possibility that they are double charging you here, but you should be able to figure that out easy enough by going to the DMV website and calculating how much all those line items should be.

To be clear, I have no problem paying the fee, I just assumed it was included since I signed the PBA several weeks ago. I was surprised to get told about it 30 minutes before delivery :)

I've asked my Guide for an itemized break down of the $900 I've already paid since they are grouped together into a single line item "Amounts Paid to Public Officials — Vehicle License, Registration, Transfer, and Titling Fees". Oregon Form 591-C allows for a deduction for any taxes paid to other jurisdictions, so there may be something to deduct at least.

I believe you're referring to the Oregon Use Tax. I had to pay that on my Sprinter too.

Yep, Oregon Use Tax. I thought it was already accounted for in the registration and titling fees. Turns out that while Rivian will assess all the Oregon registration and titling fees, they can’t/don’t include the Use Tax since they are an out of state dealer in the eyes of the state. Fortunately .5% tax is fairly nominal, so while it’s a surprise it is not an obstacle.

Be thankful you don’t have to pay sales tax ;)

I registration fees don’t seem so high when you consider that, 0.5% is annoying and I remember paying it seperate as well. I needed to upload proof to my steps.

Same thing happened to me in January and I complained to my guide that it should have been included in the fees - just as every other vehicle I’ve ever bought in Oregon did. Like you, it’s not that I’m upset at paying the required fees, it’s that I was upset to find out I owed another ~$400 unexpectedly. Ultimately, it’s a legitimate fee and yes, you have to pay it. But hey, the truck is worth the hassle! Hope you love it as much as I do!

TRUTH. We delayed our delivery about 6 months since we were moving here, Rivian was great about letting us do that. Regarding Oregon, they will come out ahead when we file income taxes next year. Lol.

This is an OR specific tax. I had to pay it on my EV6 when I bought it in state as well.

Anyone registered with Oregon disabled veteran plates? If I read correctly I think it would spare me the semi annual EV fees.

I received my notice to pay the tax 2 days after delivery, NBD, but still rude and it has been almost a month with no plates. What is worst is we are transferring our existing plates to our R1S but the vehicle running those plates won’t be home until mid September; hoping they take their time.
