CDOR's denied my Innovative Motor Vehicle Tax Credit protest today.

The original denial stated that the R1S did not meet the minimum GVWR requirement. I filed a protest and included a picture of the door plate, showing the GVWR of 8,532 pounds, along with copies of all the other documentation that was originally included in my tax return.

This denial does not provide any additional detail, it just says "The documentation you provided was not sufficient to verify the following credits".

Such a maddening process. Why offer the tax credit if you don't want actually want people to collect it? I have provided more documentation than was stated in the instructions for the tax credit application.

I tried to call CDOR this afternoon but the system said they were too busy and I was disconnected.

Looks like I get to request a hearing, I'll keep ya'll posted.

ugh I also got the reject letter this week. I filed a protest and included my door sticker, purchase agreement, and highlighted the 'category 7' 'Category 7 Electric Truck or Plug-in Hybrid Electric Truck' on DR0617. Fingers crossed it gets fixed quickly.

This is very weird you all are running into trouble when Rivians have been getting the credit for years at this point
And yet this thread goes back to the first year they were offered. Mine got denied the first time around and had to fight it. I'd venture the problem is two-fold. There are multiple categories that R1 vehicles could potentially fit into and the state only views one as correct, but won't tell you which one it should be. The other is that the GVWR of most R1s is 8532 lbs, which also causes a potential issue with which category it falls into and what a purchaser should select on the tax form when the category limit is 8500 lbs GVWR.

If anyone is on Tesla's e-mail list, I got this today.
Perhaps Telsa has been working with CO to highlight the eligibility of the Cybertruck for this credit? And interestingly now offering it at delivery to buyers. Hopefully this helps Rivian buyers/leasees in CO

I filed my state tax return in March and just now received the denial letter this week, which included a bill with penalty + interest added.

After filing my protest online, it stated "Until approved, filing a protest does not stop any penalty, interest or collection processes currently on your account." -- since I'm anticipating a long & drawn out protest process, I'm curious if folks recommend going ahead and paying the current bill to avoid any additional interest/penalty charges from continuing to accrue ?

Success! CDOR deposited the $5,000 Colorado Innovative Vehicle Tax Credit to our account today.

I haven't received any direct communication from the state, just the deposit. This is after filing for the credit on our taxes, being rejected, filing a protest (also rejected) and then requesting a hearing in writing.

Crazy process but taking the money and running!

Yay success. After filing protest, I received a letter about 4-5 weeks later that my protest explanation was accepted. Checked today and the $5000 was deposited into my account.

I filed my protest June 14 and received the letter that said they accepted it on July 17th. Then money was deposited sometime last week. So hopefully yours will be accepted soon?!

Im about the same timeline but got a paper check yesterday because "fraud prevention". The protest reviewers apparently are reasonably intelligent and actually looked at my documents. The 4 reasons for rejection contradicted each other and my documents, which I explained politely but sternly in my protest. Whatever, it's a nice bonus! Thanks for the guidance in this thread!

It's tax season and for us new owners I'm hoping to get some guidance from existing owners who've had to fill out the DR0617 form. I've got the 2025 form filled out as best as I can understand it, but given the 13 pages of comments and frustrations in this thread, I'm hoping to get it right out of the gate. The highlighted area's are what I'm asking about.
1 - Do I need to fill out FEIN or Colorado Account Number?
2 - Does the MSRP truly need to match something? That's the total on my order after the goodwill discounts.
3 - Vehicle type, seems to match based on the second screenshot below.
4 - There doesn't seem to be an option to include supporting documentation when filling out this for the first time and filing my actual taxes. It seems the vehicle type & GVWR are what most people had issues with when filing with CO in the past, so I want to get the numbers to match whatever future documentation I'll have to submit to CO if I need to appeal. TIA!

There was nothing wrong with my submission last year, but they auto rejected it anyway requiring me to follow up.

I don't imagine most have a FEIN ( federal employer identification number) or Colorado account unless you are filing for a business, estate etc. GWVR shouldn't matter for the Light-Duty Passenger Motor Vehicle type, which is the correct answer or the R1S/R1T. IIRC, they let me attach arbitrary documents to my tax return through revenue online, and I was thorough.

Form looks good. FEIN/CAN is going to be N/A for an individual. MSRP should be the amount on the window sticker, but doesn't really matter since the R1S is no where close to 35,000. You've selected the right category - not as crucial since the credit amount is the same for both electric MV and light duty passenger MV now. In prior years the credit amounts differed.

You should attach the sales invoice and registration to the return. Details for how to send these attachments if your tax filing software doesn't support it. https://tax.colorado.gov/training/e-filer-attachments

You could still do all this, as I did for my 2023 return, and it get rejected for no reason. In that case just follow the protest procedures and resubmit bill of sale and registration online. Hopefully they've fixed their system, but CDOR seems to be getting more difficult to deal with each year.
