I can’t speak for your state, but in CT I wasn’t able to transfer my existing plates because my R1T exceeds the GVWR threshold that then requires me to get a ‘combo’ plate. Perhaps Wisconsin has something similar?

Well, that’s discouraging. I get that it’s happening to a lot of vehicles, but that sound is a clear NVH (noise/vibration/harshness) and can’t possibly be an intended sound. It clearly is an issue and calling it ‘normal’ Is just really frustrating.
