It is the percent of shares outstanding of a company that have been sold short.

So for RIVN it means that ~150M of the 957M shares outstanding are currently sold short and not yet covered/repurchased.

It’s the public float, ie 665.9 million, not the shares outstanding, that’s the denominator.
