I'm guessing this was in a place at the store that it wasn't supposed to be. These are for replacing a broken cord end on an extension cord. You should be able to just bridge ground and neutral with a small wire in it. Just make sure to keep it far far far away from any receptacle that isn't the generator.

HD does not sell a bonding plug that I can find.
Others that do are $10-$15

Some scrap #16 wire is fine. or a half watt 100k ohm resister will also work for most items.

You need a neutral bonding plug. Easy to make from hardware store parts or to buy if you want.

My generator has a grounding lug I can jump to the waterline. Would that work for me?

When you say “jump to the waterline” - I’m not 100% sure what you mean. But as long as whatever you’re jumping to has a solid connection to the earth… then I think this should work.

No. Need a Neutral Ground bond.

Bonding to the waterline or better direct to the home ground rod would be for if the generator was permanently installed as part of the home electric system. The primary home panel has a Neutral Ground bond.

I would like to know what made you believe that this item was a bonding plug and not just a plain replacement plug? Not to beat you up over it, but to understand how this sort of misunderstanding happens.

Not trying to be mean I promise. People can't sew or change a tire nowadays without watching YouTube how to videos. Homedepot has terrible phone connection due to all the "stuff" SO they can't watch at store reliably. I learned how to do this stuff when I was pre-teen and that was common then in 70s/80S.

I did laugh when he said he was going back to store to get a (1 inch!) of wire. so many zingers i am withholding shh be nice be helpful...
