This was solved decades ago. If you have a roller fairlead MagLight, D size, flashlight clips clamp perfectly to the rollers; you mount your license plate to the mag light clamps, and those clipped to your fairlead rollers.The problem with the usual winch placement is that it leaves nowhere for the license plate.
And some of us do live in places that actually enforce front license plate requirements. (My son has been pulled over for it, my mom has been pulled over for it three times (although twice were on the same road trip - a road trip in which her front plate was stolen!))
Now, if the winch was behind a flip-down license plate holder, sure.
For a Hawse - it’s similar but you clip inside of the fairlead.
Or you clamp to the tow hook.
