FWIW, I installed these tie downs in my bed in locations where the bed liner bolts to the body.

$8 for 6 of them on Amazon. Supposedly stainless, but time will tell.

Just pry off the round plastic covers over the bolts, remove the bolt and round steel disc, then reinstall the bolt with the D-ring hinge pointing up, so that it folds flat while not in use.
These obviously won't be as strong as the 4 built-in tie downs, but are convenient nonetheless, especially for organizing gear, using a net, or strapping down a tarp.
