Are the states left out the same ones who don't allow direct sales?

No.

Rivian currently offers leasing in 15 states.

Rivian is prohibited from directly (or indirectly) operating a service center in only 8 states.

Rivian has restrictions on direct sales in 28 states.

I suspect geographical restriction on leasing depends more on banking/financial regulations rather than auto dealer regulations.

I live in Washington, which DOES allow service centers but does NOT allow direct sales - my Rivian purchase was thus officially made in Illinois, with an IL temporary tag, even though I registered the vehicle in WA.

Rivian allows leasing in WA. Rivian is allowed to operate a service center in WA. But Rivian is NOT allowed to sell directly to consumers in WA. Rivian is trying to change this: https://www.directevsales.com/washington

I worked in lending many years ago, although not related to auto.

Lending of any variety can happen in one of two ways. Either it is licensed/regulated at the state level, or you have a national banking charter. A banking charter is incredibly hard to get and subjects you to oversight by the fdic.

So pretty much any non-bank goes out and gets licensed In each individual state they want to do business in.
