RAP/RAP+ is separate from Connect+. As far as I understand it, Gen1 and Gen2 are both getting Connect+ (paid connectivity features), but only Gen2 is getting RAP/RAP+ (new autonomous assistance software suite).
If you care about improved software, I would get a Gen2.
Gen1 is officially EOL now, which means that we can expect larger and larger disparities of features over time. Getting Gen2 day-1 should guarantee you like 5 years of cutting edge updates.

My wife leaves to go to work after I do. I commute 90 miles per day, she commutes 5 miles per day (+5 miles for HVAC). So what I end up doing is charging every night, and when I leave I plug in her car. Keeps us both topped off each day.
