Even if the cost is minimal, it is a waste of money to spend anything to drum up demand when there is no excess supply.

Even just building the infrastructure to track who referred who would be a wasteful at this point.

Rivian has no incentive to offer a referral program since they currently have a backlog of orders. It may make sense in 2-3 years though.
