I think some people (incorrectly) see the EV spaces as being reserved parking for any EV. I think these spaces are usually marked in California as reserved for EVs which are charging. Of course, even with that signage I’ve seen people doing the same thing.

I think that's right. Years ago in California there were spots labeled for EVs that weren't actually charging spots. Probably just to promote EV driving. I remember seeing one at Albertsons.

But now that it's clear there are charging spots we need a little public awareness help from the signage to say "EV CHARGING ONLY" or something similar.

These people shop at Whole Foods too much and are trained by the nice parking without charging
