We'll actually be getting a pilot project with Costco charging soon with the RAN opening in Atlanta s00n across the parking lot from the busiest Costco in town.
I can't imagine Costco ever doing an all out push to install charging, especially Level 3.
They'd either have to charge above market rates (in which case people grumble) to keep lines down, or they'd charge market rate or below and you'd end up with lines that make one wish for their gas lines...
