Rivian's internet connection is also through AT&T. Perhaps it needs to communicate with Tesla to initiate the charging session but could not do that without a cell signal?

I think the Tesla stations have their own internet connections. Then communications from there to the vehicle happen over the charging cable (Part of both CCS1 & NACS is a communications wire, if I recall).
