Agreed. I think it’s redundancy and a visual indicator of possible movement for the stalk.I think that's related to the gear selector stalk. It's a bit redundant with the PRND indicator.

Based on the video, it looks like its a gauge in regards to regenerative braking and acceleration. Hard to tell since he was using Driver +, but it looks like when he used the steering wheel controls to slow the vehicle, the dot on the arc turned in to a larger segment of the line and ”decreased” on the arc. ??‍In this video the dot becomes smaller or bigger at various points:
