In the video you can see it elongate and go up while he is accelerating and then it goes in the opposite direction when he's slowing down. It's electrical output vs regen
Analogous to the line above the speedometer in the Model 3 / Y.

I’m voting for it being a power meter - moves CCW as power is taken from the battery and CW as it is returned. But where are the fiduciary marks? Also why does the width of the dot change? I’m guessing that the width of the mark is the standard deviation of the data within the window used to compute the location of the dot center.

It’s a power meter. Our Volvo XC40 Recharge has exactly the same thing. Above the arc you are consuming power, below the arc you are reclaiming (regen) power.
