Since this discussion was really about commercial charging stations set up for long distance travel, demand charges are indeed very relevant.What the post said was that they are kind of unusual. The fact that a state, or even a few states have them does not make them commonplace. They are, therefore, kind of unusual for residential customers (unless one has solar).

Got a bit sidetracked when @azbill mentioned them for his residence, and indeed that is rare. But for commercial charging stations they are common (if not ubiquitous).
