So the cost structures can be very different between the two.

On the other hand hand I like to reserve the term “scammer” for people/companies that do not clearly tell you how much something costs but attempt to obfuscate it. So a company charging $0.68/kWh may be at 3x residential rates, but the one that says “$0.68/kWh” isn’t a scammer it is “merely” expensive. The company that says “$0.28/kWh” but actually charges $0.34/kWh is a scammer (although a better deal then the one with a transparent rate twice as high!).
If you want to use the word “scammer” for anyone with a high rate, go ahead (the dictionary won’t agree with you, but I’m not the dictionary police), but you may end up talking at cross purposes with people that agree “the rent is too damm high”, but think a company advertising it’s high rates isn’t running a scam.
