The question is how did Zack's video propagate to the person that wrote the patch notes?There should be a dedicated bug report and feature request ticket types/system for sure.
I thought it was somewhere around 40-45 degrees based on my own observations of efficiency (mi/kwh) - drain would be a bit lower on my own observations as wellI’ve collected some data that also suggests this. There is a lot of scatter in the drain rate but the distribution is bi-modal, splitting somewhere between 30-40 deg F. Good to see others are noticing this too.

Improved EPA – Estimated Range Numbers
Thanks to various incremental improvements over previous software updates, this update includes updated EPA-estimated range. The update also increases the depth of discharge, which increases the usable battery energy. You see higher available miles at the top of charge and efficiency update in the efficiency graph and trip computer.
NOTE: Reset the range history first for your vehicle to reflect the updated estimated range numbers.
To reset range history, on the center display, go to Vehicle > Energy > Range based on > Reset History.
