Rear End Damage & Repair Cost

We were rear ended by a Jeep Cherokee and have completed repairs via a Costa Mesa, CA Rivian authorized body shop. Do you think this damage warrants a near $11k repair? I feel bad for the kid that hit us...

Was it just the tailgate? Bumper looks ok. Does seem like a lot of labor cost if it was just the tailgate. Seems like that tailgate coulda been PDR-ed out some too...can't tell if paint was scratched.
