my new amended return now shows in the IRS system as received on 1/21/25
Mine shows received 1/13/25 (second attempt via paper, after the first electronic submission got denied for a reason that made no sense whatsoever, and captured in my previous posts). Hang in there, we're in this together. The law is firmly on our side.

Many thanks to Mygrain and all the other helpful posters in this thread. I used the advice posted here to complete the forms to apply for the $7500 tax credit (1040-X for Amended 2022 tax return, and 2022 version of form 8936). 2025 R1S Dual/Max with binding purchase agreement, delivery in July 2024). Sending it in today, with a copy of the binding purchase agreement and page 749 of the IRS Bulletin 2023-16 with the transition rule section highlighted. It was easier than I expected, hopefully it works!

Well I got a denial letter dated 2/4/2025 stating:

"We can't allow your claim for Form 8936 Plug-In Electric Drive Motor Vehicle.
Eligible Vehicles must be placed in service as follows: Qualified two-wheeled plug-in electric vehicles - acquired before but placed in service in 2022."

The letter states that I have 30 days to appeal. I'm working on the appeal now.

Adjusted 2/27 and received check 3/1! Thanks @Mygrain and all others for all the advice. As noted in this thread, like many others, mine got denied for a nonsensical reason the first time I filed (electronic). So I subsequently filed a second amended return (this time on paper, so I could attach hard copies of every single piece of the law that's so clearly in our favor) instead of an appeal. Based on my experience, I'd strongly suggest a paper filling.

My accountant sent out mine electronically in late Oct and I received an email saying refund due 7500... I haven't seen the check yet, so not sure how much interests it will include..

Another happy camper after receiving my 2022 amended return check today. Followed the advice and used the verbiage from @Mygrain earlier in this thread. Thanks all for your contributions and knowledge sharing.

I amended my return in TurboTax (local install), printed out the relevant forms and mailed it all into the IRS per the TurboTax instructions. For the Model Date, I manually crossed out "2023" on the TT-supplied Form 8936 (Revised Jan 2023) and wrote in "2025". The amendment timeline for my 2025 R1S looked like this:
10/24/24: Mailed to IRS (USPS Certified Mail)
10/29/24: Received at IRS (per USPS tracking)
11/19/24: IRS site showed as Received
1/3/25: IRS site showed as Adjusted
1/13/25: Received check for 7500 + ~1k in interest

Well, add me to the list of people not receiving their $7500 back from the IRS from an amended 2022 return. I had read this forum and took everyones suggestions of filling out the right forms (thank you Mygrain). Purchased a 2025 R1s 9/29/2024. Sent all the information to my Tax guy and explained everything in great detail of what he had to put and what forms to use. Even took snapshots of this forum and sent him most peoples stories and provided him the link. I read over my completed return when he was finished and everything looked perfect to me. He electronically filed it Mid January and I just received a letter from the IRS that I will attach. Very strange wording as it appears in the letter that I wasn't asking for any money owed to me. So it says "the adjustment doesn't change your tax or credits". I sent the letter to my tax guy and he thought it was a very odd letter from the IRS, he is moving it down the chain to another person that works for him that was an IRS auditor for 30 + years. He said he isn't worried and more than likely they will follow the trail of the letter and find the mistake was probably made by a new agent making an error on the amended return. so, we shall wait and see. I will post updates as soon as I get them.

I went through something similar and a couple posts above you can see someone got a rejection letter stating something about "two-wheeled plug-in electric vehicles". Last I checked, Rivian ain't making scooters :). I don't think most IRS agents have a clue how to interpret the intricate clauses here, and I don't blame them either. I'd suggest a paper filing with everything (printed copies of every reference law/clause/agreement involved, post-its, highlighters, the works :)) and then keeping your fingers crossed that your meticulously prepared paperwork package falls into the hands of an agent that's worth their salt.
I agree, I think it really depends on the agent you get looking over your amendment.

Excruciating and frustrating. My letter was clear that they adjusted my account for the Qualified Plug-In Electric Drive Motor Credit. In case it adds any value, my timeline was below:

Well, interesting enough I got an email from my Tax professional today after giving her access to my IRS account. She pulled up the transcript from the Amended 2022 tax return we filed and it actually shows that the IRS owes me $7500 plus $853.42 in interest and it will be deposited on 3/17. So, maybe I jumped the gun with already thinking they screwed me with the way the letter was worded, but her words were "that was a bad letter, that made absolutely no sense". So, fingers crossed it will hit my bank in the next 10 days.

Mission Accomplished! After 489 days, I finally received the $7,500 credit with interest.
Timeline:
-11/1/2023: Submitted amended 2022 tax return.
-2/22/2024: Submitted appeal after amended return was rejected.
-8/2/2024: Received word I had won my appeal.
-3/4/2025: 7 months after winning the appeal, check arrived in the mail. I placed no fewer than 50 calls to the IRS throughout the process (25 of which were in the same day to my appeals agent. I was unable to get the agent on the phone for a few weeks so decided to call every 5 minutes until my call was answered. Took about 2 hours of calls at this rate but it worked.

For those still battling, the information required/IRC references needed to win this appeal are listed throughout this thread. Through trial and error, my initial appeal was amended using the guidance/exerptise of those who responded to this thread and for that I'm grateful! Good luck to you all and thank you for the assistance!

Update: Received my refund in the mail via check last week for the full $7500 + $853 in interest. For those of you that are left out there that had signed the binding agreement before the inflation reduction act then there is still hope for you. I did everything word for word on what others have posted on here about specifically spelling out the reason for the amended return and received the check 2 months later. I was also very late to the game and waited for the 2025 model to come out and didn't take delivery until Sept 2024. Good luck

I took deliver in November 2023, submitted my 2022 amended return in February of 2024 and it was stuck in "processing" for over a year. After several attempts throughout 2024, I finally got someone from the IRS on the phone last Tuesday. She put me on hold for a while and eventually came back and said a check would be mailed. I got the check this week for $7,500 + just over $1,000 in interest!

I signed the binding purchase agreement and eventually purchased in August 2024. Mailed in the amended return following all the advice and instructions in this thread in early February this year and got a check in the mail 4 weeks later. It was extremely fast. Thank you everyone who posted tips and advice.
