The topology of CA is such that one can be at the ocean and in mountains the same day, of so desired.

As such, if one lives in a mild climate (e.g., Bay Area, SoCal or anywhere west of Sierra mountain range), a permanent snow tire for the winter is absolutely not practical.

Here's the Caltrans requirements for traction device:

Chain Requirement Levels
During the winter months, motorists may encounter traction chain controls in the mountain areas within California. When chain controls are established, signs will be posted along the road indicating the type of requirement. There are Three Levels of Chain Requirements in California:

  • Requirement 1 (R-1): Chains are required on all vehicles except passenger vehicles and light-duty trucks under 6,000 pounds gross weight and equipped with snow tires on at least two drive wheels. Chains must be carried by vehicles using snow tires. All vehicles towing trailers must have chains on one drive axle. Trailers with brakes must have chains on at least one axle.
  • Requirement 2 (R2): Chains or traction devices are required on all vehicles except four-wheel/all-wheel drive vehicles with snow-tread tires on all four wheels.
NOTE: (Four-wheel/all-wheel drive vehicles must carry traction devices in chain control areas.)
  • Requirement 3 (R3): Chains or traction devices are required on all vehicles, no exceptions.
Here's a handy website that lists chain requirements for all states:

Requirement 3 (R3): Chains or traction devices are required on all vehicles, no exceptions.
Typically R3 is not used between Sacramento and Tahoe. Essentially every time it snows, R2 chain control will be activated. When the roadway is cleared and the snow stops, chain control restrictions will be removed. If the snow is bad enough to warrant R3 chain controls, the road will be closed instead.

I have the R1S Gen 2 20 inch all season tires, so a little different tire. I beleive yours may be low profile while mine is more of a bubble tire? But have had zero issues driving the Utah Canyons in snowstorms with snow mode thus far. That being said, if it is a low profile tire it may not grip as well in snow.

I just got my R1S (Performance, DM, 22" rims, Pirelli Scorpion M S tires) less than 1 month ago. I am loving it and trying to learn as much as I can. Planning on going skiing in Tahoe soon, so I want to be ready for the snow. Thanks for the advice.
