This might have been true two years ago. Dealers regularly get customers to purchase a vehicle sight unseen for high demand vehicles. I signed a purchase agreement on my last car and had to wait two weeks for it to be delivered from the factory. Vehicle was built, had a VIN and I was even able to see the Monroney sticker. Of course, I could have refused delivery and gotten the (credit card) down payment back.It's wild because this is almost the complete opposite of what happens at a dealership (at least when you finance). You do your down payment, get loan approval, and drive off - at some point unbeknownst to you your lender gets them their funds. But you definitely have the car before they have all their cash.
