Because they would have to retroactively examine all sales in 2023, decide which sales qualified and for how much, and then reach back out to customers to get any missing information they need to generate the report. They do not have my SSN/TIN on file
The report they are required to provide to the customer at time of sale serves two purposes that I can see - it makes sure the dealer/manufacturer has all the info necessary and it protects the customer since the dealer is required to attest under perjury that the sale of the vehicle qualifies and to the amount it qualifies for.
The fact that it is "not a current priority" to comply with the requirements is some indication that it may never become one.
It's been four months with no progress (they are still "looking into it" - no acknowledgement that they even need to do it). Their position is still a very firm - "All the documentation you need is contained in your purchase documents".
They've issued guidance that after the April 18th change, those sales qualified for a maximum of $3,750. And AFAIK, nobody has yet received any report from Rivian.
Ford was proactive and provided all their dealers with the forms and tools necessary starting Jaan 1st. IT's not a hard thing to do. They are making boatload of more work for themselves and could potentially get booted from the program making them ineligible under both 30D and 45W (business/fleet sales - aka Amazon)
