This used to be a huge problem for all types of technology infrastructure. Look at what's involved with getting a basic 4G cell tower built somewhere. Tech evolves more quickly than the rules around it can usually keep up. Thankfully, there are specific federal rules to help streamline local approvals for 5G cells, since those will be smaller and can usually be installed on existing utility poles. There will also need to be a LOT of those.
However, the good news is that Tesla and others have been working this problem for 9 years now, so the processes are becoming more streamlined. The networks are getting to know the usual hangups and the tricks for trying to get around them.
