    We just spent the week in California R2 chain controls. 4WD with M+S tires okay, but must carry chains. (er.... "traction devices") For 21" the manual explicitly recommends using snow cables 16mm or smaller. These are what we brought with us. Didn't use them, but they fit perfectly...
