There was job posting(s) for EVSE engineers, so I believe it's a real possibility for Rivian to release a home charger. If not, I'm certain that there will be an option through the partnership with Amazon.
Most people don't remember floppy disks in general, much less the 8"-ers. Probably not even many 5.25s, even if they saw 3.5 not-so-floppies.

I would hope that Rivian supports API access to this type of data as well, possibly in the same or similar format to Tesla, to allow interop with this app.

I believe that market incentive is more effective than regulation, whether it is on the supply or the demand side. Provide an economic reason for manufacturers or consumers to behave in ways that will reach your goals.
