I meant to respond to Jesse's email on how he got ICED. With the J1772 extension cord, that possibility gets reduced significantly.
This has saved my bacon a couple of times when destination chargers were ICED.
I leave this, and a heavy duty NEMA 14-50 extension cord in my frunk. My little Tesla tap sits on top of these for when I find a Tesla destination charger. These three items make a pretty useful "just in case...

The network is certainly not perfect, but it is all we have for right now. Your post also stresses the importance of the Plugshare app since feedback can help people decide a route depending on recent feedback about charging locations.
